Council approves temporary use agreement for Ray Street soil staging

The Holyoke City Council voted unanimously on Feb. 17 to approve a temporary use agreement for the Ray Street project that allows a contractor to stage sampled soils on city-owned property at 118 Cabot Street while testing for contamination.
Victoria Houle of the Department of Public Works engineering unit told the council the contractor is required to store soils within the city while they sample them "to make sure they're not contaminated before they bring them off-site," and the city reviewed potential staging sites to avoid wetlands and residential areas. Houle said the agreement incorporates MassDOT guidelines, requires insurance and indemnification, and obliges the contractor to remove equipment and repave the parking area when the work ends — a timeline the DPW described as about two years.
Councilor Devine, who filed the order, said the necessary signatures and insurance were in place. The council conducted a roll-call vote; voting members recorded 12 yeas and the president announced the order passed.
The contract language in the record requires compliance with environmental safeguards and states the city will receive restoration (repaving) at the project's conclusion. The DPW will oversee implementation and ensure the site meets the conditions in the agreement.
