The consultant’s proposal reportedly includes a statistically valid community survey as part of the base contract rather than an add-on. Staff said that was a key reason the vendor ranked highly during selection because the division wants to ensure representative public engagement for a plan that will guide division priorities for the next 10–15 years. The planned timeline, if approved, is about 15 months from kickoff to final draft and council presentation.
Staff said the contract will route for signatures after council approval, followed by a notice to proceed and an initial kickoff meeting where the consultant will present a community engagement plan. Commissioners were invited to provide plan examples and policy priorities for the consultant to consider, and staff indicated both commissions will be updated at key milestones and can remain engaged throughout the process.
No contractual terms beyond the not-to-exceed amount and timeline were discussed in detail at the meeting. Staff noted the funds for the master plan come from general-funded one-time dollars that the division had carried forward in prior years.
