Rexburg planning staff presented a rezone application for property at about 222 West 2nd North seeking to change zoning from Low Density Residential 2 to Low Density Residential 3 so the owner could legally re-establish a duplex. Staff explained the lot had previously been used as a duplex but lost its grandfathered status after prior changes in use and that the lot size falls below the LDR-2 requirement but meets LDR-3 standards.
Council moved to consider Ordinance 13-23 on first reading and the motion passed by voice vote. Later in the agenda the council considered Ordinance 13-21 for a second reading — a rezone with conditions allowing a total of no more than 12 units across two lots at 312 and 316 Grand Loop — and carried the second reading by voice vote after a council member recused themselves.
Both actions are part of the council's regular land-use review process; 13-23 will return for additional readings before final adoption and 13-21 will proceed through its statutory second-reading step.
