Rexburg City Council adopts updated employee policy manual, asks departments to review changes over six months

Rexburg City Council voted Aug. 21 to adopt a comprehensive update to the city’s employee policy manual, moving the city to a Lexipol-based system and asking departments to review the new rules and forward any proposed modifications within six months.
Human resources director Terry Hill told the council the handbook represents a substantial conversion from the city’s previous platform. “This is a a pretty big change this year going from Navix policy tech over to Lexipol,” Hill said, adding that Lexipol provides frequent updates and a number of new model policies, including an artificial intelligence policy staff recommended adopting.
Council members pressed for clarifications on a handful of items, including language governing Madison Fire District staffing, volunteer eligibility and public posting. One council member warned the volunteer provisions could deter community volunteers: “I worry about the volunteer section of it where we’re making it so tough to have volunteers,” a council member said during debate. HR said department-level SOPs would further tailor the citywide policy and that legal counsel had reviewed the draft.
After extended discussion and suggested wording changes to ensure MFD hiring language aligns with the 2015 operational agreement, Council member (speaker 14) moved to approve the employee policy manual and to direct departments to review it for six months and submit any modification requests to HR. The motion was seconded and passed by voice vote.
What’s next: The council asked HR to publish the new handbook through the Lexipol tracking system, which will allow HR to record employee acknowledgements, and to return in several months with any recommended policy amendments identified during department-level reviews.
