Rexburg council approves Riverside Park winter-parking pilot with $200 permit

Rexburg City Council voted Jan. 15 to open a section of the Riverside Park parking lot for winter parking by permit as a pilot program.

City staff described recent enforcement activity and shortages of overnight parking, saying the police had issued "over 230 citations" in recent nights for overnight on-street parking. Staff proposed opening part of the Riverside Park lot, installing permit signage and using an existing camera system for oversight. Staff and council discussed operational details including plowing between parked cars, enforcement stickers for permits and a $200 pilot permit fee. Mayor (unnamed) and staff said the intent is to provide a temporary option until winter parking restrictions lift on March 1.

Council members asked about the amount of lot space to be dedicated, plowing logistics and whether opening the lot would conflict with private storage businesses. Staff said the pilot would initially open a defined portion of the lot and expand if demand justified it; cameras would allow monitoring and signs would identify permit-only areas.

Council discussion placed the pilot in a broader context: members raised student parking on adjacent neighborhoods, campus parking availability and whether on-demand transit or shuttle options could be part of a longer-term solution. One council member said prior surveys showed a substantial share of students would use a transportation system if available.

A motion to open the lot at Riverside Park for winter parking by permit, at the cost described by staff, was moved and seconded and then approved by the council.

The pilot is designed as a temporary test; staff will monitor usage, enforcement issues and impacts on park operations and return to council with results and any recommended changes.
