Council receives HUD CAPER draft; staff says no CDBG/HOME set‑aside for homelessness in current five‑year plan

Jackson City Council voted on Sept. 10 to receive and place on file the draft 2023–24 Consolidated Annual Performance and Evaluation Report (CAPER) that the city submits to the U.S. Department of Housing and Urban Development (HUD).
Councilmember Hunt asked whether funds referenced in the draft were set aside for homelessness activities. "This is the CAPER," city staffer Corey responded, pointing councilmembers to pages 15–17. "In the current five‑year plan, year 4 covered by this CAPER, we do not have a set aside of CDBG or HOME funds for homeless prevention," Corey said, explaining that HUD reporting therefore shows limited activity from those sources for homelessness prevention.
Corey said the CAPER instead calls out other funding sources the city used for homelessness interventions, including ARPA funding that supported a winter hotel program and Home ARP allocations the council previously approved to construct transitional rental housing with partners such as King's Homes and Welcome Home Organization. "The funding that will be used for homeless prevention is that Home ARP funding," Corey said, adding that any extension of a hotel program would be a separate discussion that the council could direct staff to pursue.
The council voted (unanimously as recorded) to receive and place the draft on file. No formal allocation changes were made during the meeting; staff said actions regarding extensions of temporary hotel programs or reallocation of Home ARP funds would require additional council direction and possible budget actions.
