Commissioners question capital-improvement requests for outpatient mental-health provider

Speaker 2 and Speaker 4 questioned whether capital-project funding is allowable for a nonresidential outpatient site and said capital improvements are usually permitted only for psychosocial rehab-type clubhouses where the facility supports program delivery beyond basic outpatient services.
Commissioners also noted the applicant’s contact numbers were in a Northern Arizona area code and asked whether the location is new to the organization and whether a majority of clients are truly Apache Junction residents. They requested the applicant specify the repairs, show written estimates (e.g., windows, AC units) and explain how the renovation would directly preserve or increase service access for AJ residents.
Outcome and next steps: Staff and commissioners agreed to ask the applicant to return with line-item cost estimates, clarification of whether the space functions as a clubhouse or basic weekday outpatient site, and a local-client percentage breakdown. No capital funds were awarded at this meeting.
