Planning staff member Patrick Warner told the board the property—approximately 8.37 acres, currently in the county—requires annexation and assignment of a town zoning district to permit continued operations and utility extension. Warner said all five neighboring parcel owners were notified; no community members attended the planning-board hearing. The staff report found map-amendment standards had been met and noted the site falls in tier 2 for utility growth.
Applicant Jacob Einwechter, managing partner of Amcar LLC, described difficulties resulting from NCDOT’s taking. “It’s been a struggle with the NCDOT taking our land…right now we’re in a bit of a bind and it’s causing a health and safety issue,” Einwechter said, adding concern that relocating a leach field near a well could create hazards for tenants. He urged swift action to enable utility extensions so tenants can remain in business.
Mr. Cole moved to recommend approval under the staff-recommended option; Ms. Smith seconded. The board voiced support and the motion carried. The planning board’s recommendation will be forwarded to the town board for final action.
