During the Feb. 23 meeting the Select Board reviewed a draft annual town meeting warrant and discussed where to place several interdependent articles related to the White Cliffs property (the proposed Elegant Banquets lease/purchase), a supporting TIF and zoning items.
Town staff proposed consolidating those articles into a short sequence early in the meeting — the idea is to present mutually contingent items together so voters can consider all approvals required for the project in one place. Stephanie (staff) said attorneys were drafting article language and that arranging related items together would reduce procedural complications if one element depended on another.
Board members debated whether to place the White Cliffs items before or after large budget articles. Some members favored moving White Cliffs toward the front of the warrant to ensure robust turnout and to allow the project’s proponents (including architects and preservation consultants) to present while attendance was highest. Others preferred to leave the sequence more conventional (budget and financial articles early) because long budget discussions can already extend the first night and risk moving later items onto subsequent nights when turnout declines.
There was no final vote on warrant order at this meeting; staff said they would mark a placement preference in the draft and return with final article language and votes at the March 9 meeting when the board reviews and adopts the warrant order.
