Dobbs Ferry’s Planning Board on Aug. 7 reapproved the final plat and site plan for 11 Lyman Place, authorizing two single‑family dwellings on subdivided lots after the applicant clarified a third‑party water‑service issue with Veolia and updated the final plat for the Westchester County Clerk’s signature.
Ricardo Dos Anjos, representing 11 Lyman Place LLC, told the board an updated final plat was needed because the prior approval’s Westchester County Clerk signature date had to be refreshed after resolving a timing issue with Veolia. He said there were no changes to the project from the prior approval.
The board reaffirmed a previously adopted negative declaration dated May 2, 2024, and read a resolution that grants reapproval subject to conditions: submission of required plan sets (survey by Ramsey Land Surveying, civil engineering by Hudson Engineering, architectural plans by Christina Griffin), resolution of stormwater and engineering matters to the village engineer’s satisfaction, payment of outstanding consultant and legal fees, compliance with final‑plat expiration rules (final plat approval expires within 90 days unless extended per section 300‑73), and a requirement that the engineer inspect and report on the condition of the rear retaining wall and any needed improvements for village engineer review. The resolution also references payment of recreation/parkland fees under section 300‑52j for the additional residential unit.
The board approved the resolution by voice vote; the applicant was directed to follow up with staff to arrange signatures once conditions are cleared.
