The Dobbs Ferry Planning Board on Aug. 7 granted site‑plan and architectural and historic review approvals for an addition at 160 Ashford Avenue, subject to conditions including an arborist recommendation for drywell siting and verification in the field to protect an existing 42‑inch tree.
Steve Secon, the project architect working with the Grafland family, said the team responded to consultant comments and resubmitted revised drawings. Planning consultant Anthony reported that, while most consultant comments were satisfactorily addressed, the proposed drywell had been located closer to a large tree than might be safe: “it seems like it's a really large tree and the drip line may be much further out than that,” he said, recommending either field verification or an arborist opinion before a building permit is issued.
Board member Bill read the planning resolution granting approval, which lists standard conditions: compliance with the approved plan set, resolution of stormwater and engineering items to the village engineer’s satisfaction, payment of outstanding consultant and legal fees, replacement of 50% of the aggregate diameter of any trees removed (or fee in lieu) per section 300‑51, and lighting compliance with section 300‑41. The resolution adds that “a recommendation of the dry well location from a certified arborist must be submitted to the building inspector and village engineer for approval to minimize impacts to the roots of the existing 42 inch tree,” and that the drywell location must be verified in the field.
Chair moved the resolutions for both the Planning Board and the AHRB; both carried on voice votes. The approvals are conditional: the chair must sign final plans only after the listed conditions are met.
Next steps for the applicant include submitting the arborist recommendation, resolving any outstanding stormwater or engineering issues with the village engineer, and paying required consultant and legal fees before the chair signs the final site plan.
