Board approves conditional Verdi Electric traffic-signal repair authorization and orders corridor study amid procurement concerns

Staff presented a Verdi Electric maintenance proposal to replace aging traffic-signal equipment at Ashford and Washington Avenues and related locations. The Verdi proposal totaled approximately $48,425 to replace poles, fixtures and wiring. Staff also recommended a Nelson Pope corridor study to examine signal timing, crash history and traffic counts.
Trustees and the village procurement officer raised two compliance issues: (1) the Verdi dollar amount exceeds the village’s procurement threshold for an unbid purchase and (2) to avoid a competitive-bid waiver the village must either demonstrate an "apples-to-apples" piggyback on a New York state contract (including the state contract number and matching line items) or issue a solicitation. The board debated whether to declare an emergency (which might permit immediate award) or to require competitive procurement.
To balance speed and compliance, trustees approved a conditional resolution: staff may proceed with Verdi Electric work if the vendor’s state-contract status and a true apples-to-apples match can be confirmed; if that cannot be documented, trustees authorized staff to immediately solicit bids under specified technical criteria. The board also authorized Nelson Pope to perform the corridor/traffic engineering study for Ashford–Washington intersections so technical recommendations (retiming, sensors, detector upgrades or other changes) can be evaluated.
Votes on the conditional Verdi authorization and the Nelson Pope agreement carried by board majorities; one trustee recorded opposition to the conditional Verdi authorization. Trustees instructed staff to confirm the state-contract documentation as quickly as possible and to proceed with bids if documentation cannot be produced.
