Summary
Council accepted an $86,316 unanticipated health insurance rebate and approved allocating $20,000 of the funds to Belknap Mill foundation repairs, with the remainder placed in the health insurance stabilization reserve; council also scheduled a public hearing on the resolution for March 9.
LACONIA — The City Council accepted an $86,316 rebate from a former health insurance buying group and approved using $20,000 of the funds to support structural repairs at the Belknap Mill, directing the remainder into the health insurance stabilization reserve.
City Manager Kirk Biotti explained the rebate stemmed from a year‑end reassessment by the buying group after one large claimant year; the state attorney general's office had taken over administration for the group and a subsequent recalculation produced a rebate for participating communities (SEG 1076-1096).
Councilor Hildreth moved to allocate $20,000 to the Belknap Mill for engineering and foundation repairs; Councilor Bogart seconded a friendly amendment that specified $20,000 to the mill and $66,316 to the stabilization reserve. The motion passed unanimously (5-0). The council also scheduled a public hearing on March 9 to gather public input prior to adoption of Resolution 2026-03.
No additional appropriation was made beyond the rebate acceptance and the $20,000 allocation; the motion noted that planning staff could invite a Belknap Mill representative to a subsequent meeting to present repair details before the public hearing.
