Summary
At its Feb. 24 meeting, the City of Quincy Board of License Commissioners approved special-use permits and one-day liquor licenses for several community fundraisers and sports events and granted an all-alcohol restaurant license to Mangia Mangia Pizzeria; board set dates and hours and noted coordination with police and health officials.
The City of Quincy Board of License Commissioners on Feb. 24 approved a slate of special-event permits and one-day liquor licenses for community fundraisers, sports matches and a new restaurant, and accepted minutes from its Feb. 10 meeting before adjourning.
The board unanimously approved a special-use permit for the Bill Dunn Jr. Memorial Road Race, which is scheduled for Saturday, June 27. Speaker 1 said applicant Bill Dunn joined by phone and asked that the board take a vote. The board also approved the Jimmy Kennedy Memorial Run for ALS (the “Squirrel Run”) for Saturday, June 6; organizer Lou Tozzi thanked the board and said Quincy Police and Mayor Koch were key supporters.
The board approved one-day liquor licenses for several fundraisers: Quincy Friends of Scouting’s trivia night on Saturday, March 7 (beer and wine only; 6:30–11 p.m.), and Woodward School’s Irish Fest on Sunday, March 8 (4–7 p.m.). Rae Theiberk told the board the scouting event uses a professional trivia master and silent auctions to raise funds that help eliminate financial barriers for scouts.
Officials also approved a series of one-day liquor licenses for the New England Free Jacks and select Boston Banshees matches at Veterans Memorial Stadium (850 Hancock St.). Griffin Kirkwood summarized the 2026 schedule, including a March 14 kickoff and multiple home dates through June and July, with a potential playoff match June 14.
Bridal Rock Brewing received approval for a temporary extension of its licensed premises to include the adjacent Marina Bay Boardwalk Park from Memorial Day weekend through Nov. 1 for Friday–Monday use. Applicant Jay Southwood described prior, limited use of the boardwalk during the Marina Bay Maritime Festival and said the brewery will limit alcoholic offerings to beer, wine and cider produced on-site, work with health and fire departments, cordon the area with rope and signage, and coordinate with the clerk’s office as details are finalized. “We kind of, lovingly call it a park,” Southwood said, describing benches and trees on the boardwalk.
The board granted an all-alcohol restaurant license to TL Real Estate Investment LLC doing business as Mangia Mangia Pizzeria at 678 Adams St., Unit 2. Attorney Luke Cassis said the 1,780-square-foot restaurant will seat about 30 and offer pizza and light Italian fare. Proposed manager Clifford (Cliff) Williams was not present; Cassis said the applicant has 27 on-site parking spaces and a contract for 20 additional spaces across the street. The proposed hours are 10 a.m.–10 p.m. on weekdays and to midnight on weekends, with no live entertainment. Cassis said Councilor Hubley had hosted a Feb. 19 community meeting and the board clerk noted one letter of opposition had been filed.
Board members asked applicants to be mindful of neighborhood impacts: the clerk recommended scheduling large deliveries after 7 p.m. to avoid conflicts with nearby businesses, and a member reminded applicants of the city’s noise ordinance when discussing outdoor music. Several motions were made, seconded and approved by voice vote.

The board accepted the Feb. 10 minutes, set its next hearing for Tuesday, March 10, and adjourned.
What happened and why it matters: The approvals clear the way for community fundraising events and a season of professional and collegiate rugby matches at Veterans Memorial Stadium, both of which bring visitors and local spending. The new restaurant license signals continued commercial activity along Adams Street; the board emphasized coordination with police, health and fire departments and neighborhood considerations such as delivery timing and noise limits.
The board did not take up any contested license denials at this meeting; when opposition or operational details were raised, members asked applicants to address them in follow-up communications with the clerk’s office or during required permitting steps.
