Jim Chen, the architect for the project, said the addition would sit over the existing footprint and remain within the zoning height limit. He described the plan as a modest change to create a 3‑bedroom, 2‑bath second floor while preserving the existing one‑car garage and off‑street parking.
Virginia Ryan Wood, the Ward 4 city councilor, told the board she supported the revised plan. Neighbor Colin Harper said the property had previously been rented and that increased on‑street parking had caused problems; he asked whether the house would be rented again.
Board members focused on the preexisting full bathroom in the basement, saying it could facilitate a future conversion to a separate unit. A majority of board members favored conditioning approval on the removal of that bathroom. The architect and applicant agreed removal was feasible. The board then voted to approve the finding with the condition that the full basement bathroom be removed.
