Board authorizes grant applications for capital projects and authorizes Trane review for energy upgrades

The East Stroudsburg Area School District board on Feb. 23 approved a resolution authorizing administration to apply for DCED capital-improvement grants and to continue investigating a set of energy-efficiency projects presented by Trane.
Administration described two parallel efforts: (1) a set of projects to be entered in DCED grant applications — including HVAC system and fuel-switch projects at Lehman and Middlesmith Fields, generator replacements at Resica and Bushkill, a roof replacement at JM Hill, and data-cabling needs at multiple sites — and (2) a Trane list of energy-efficiency upgrades (HVAC and controls, lighting, and possible renewable energy) that could be completed in the near term to achieve operating-cost savings.
Superintendent Maggie Vitale said submission of grant applications is time-sensitive (DCED deadlines in mid-March) and clarified that the board's approval authorized applying for grants and continued exploration; it is not a commitment to spend district funds until bids and awards are known. Administration noted that DCED grants typically require district matching funds (administrator noted a 30''35% district share may be required).
Board members asked for clarification about which projects are energy-efficiency (right-side Trane list) and which are DCED grant targets (left column). Finance and properties chairs walked through the pay applications and change orders previously reported by the facilities committee. The board approved the resolution to proceed with investigation and grant application.
