Board members met Feb. 2026 and heard from staff and consultants who outlined three main options: remain in the Hampshire County Group Insurance Trust with plan-design changes, move to the Mass Strategic Health Group (which would transition the town to Harvard Pilgrim/Harbor Pilgrim), or hold plan-design and accept a smaller FY27 adjustment. Consultant Ken told the board the town must notify the Hampshire County trust before April 1 to effect a July 1 change and recommended the Chapter 32B process for a smoother transition.
"We recommend that you adopt applying sections 21 through 23," the consultant said, describing the procedure as an "efficient process" that allows the town to move plan designs without a traditional collective-bargaining delay. Staff described recent premium shocks, including an 18% increase the previous July and a separate 20% midyear adjustment that prompted the review.
Union representation raised concerns about continuity of care and specialty providers. Dawn Langlais, identified in the transcript as a union president, asked whether employees would "lose doctors" or have to change specialists under a carrier change. Ken and staff replied that a network match would be performed and that preliminary matches showed Harvard Pilgrim includes about 98% of providers used under the town's current Blue Cross Blue Shield HMO plan in the region; staff said they would run pharmacy/formulary and provider checks and arrange transitions-of-care where needed.
Staff and the consultant said the town's insurance adviser, NFP, ran a request for proposals and received a proposal from Mass Strategic Health Group offering alternative plan designs and local partner pools that could reduce the risk of further large premium swings. The board was told that some plan-design changes (for example, higher deductibles or other cost-sharing adjustments) are likely under most scenarios and that offering multiple distinct plans for employees would likely raise administrative and premium costs.
The board moved and seconded a motion to engage the Chapter 32B process. The chair called the vote; board members answered "Aye" and the motion passed unanimously. The action authorizes staff to proceed with the MGL c.32B §21–23 process and continue provider and pharmacy matching and IAC engagement ahead of any final carrier selection.
Staff said they expect to receive provider-claims data from Hampshire County and to present the insurance-advisory committee's recommendation before any final commitment; if data arrive on schedule, provider matching should be completed prior to July 1. The board also put a separate personnel-policy item on hold for follow-up with employees and said it will revisit that item at a future meeting.
Next steps: staff will complete the provider and pharmacy matches, the insurance-advisory committee will review options and give a recommendation, and the board will consider final carrier and plan-design choices in subsequent meetings. The motion to begin the Chapter 32B process was recorded as approved by voice vote.
