Borderplex Community Capital presented two proposals to the Socorro City Council designed to help local small businesses access capital and technical assistance.
Hector Espino, technical assistance coordinator for Borderplex, described a proposed revolving loan fund in which the city would allocate capital (he used $500,000 as an illustrative example) and Borderplex would originate and service loans. Repaid loans would be recycled into the fund to support additional local businesses, Espino said. He described average loan sizes, underwriting timelines and the organization's technical-assistance offerings, which include business-formation support, payroll and hiring guidance, and profit-and-breakeven analyses.
Espino also proposed an interest-rate buydown program to reduce loan rates for eligible borrowers by up to 2 percentage points (the presentation included an example $150,000 subsidy that could help roughly 20 to 25 businesses at an average $25,000 loan). The programs, he said, would be tailored to local needs, and Borderplex would provide marketing and launch support.
Councilmembers asked about outreach and promotion; Espino said the organization plans social-media marketing, local workshops and partnerships with local leaders and centers to publicize the programs. Several councilmembers expressed support for continued engagement and invited Borderplex to return with budget details and a draft agreement. No formal funding commitment was made at the meeting.
