Council member Diamond says Telescope Health refused records, warns subpoena possible

At the Feb. 18 special committee on Duval Doge, Council member Rory Diamond reported that Telescope Health, a telehealth vendor under city contract, responded to the committee nd council document requests with an email refusing to produce records unless the city paid the vendor—or legal fees. Diamond said the vendor—ontract requires compliance with city law and that the committee has options if the vendor does not cooperate.
"Everybody got back to us except for Telescope Health sent us a pretty, unhelpful email saying that they wouldn't respond unless we started paying their legal bills," Diamond said. He described the vendor ction as "problematic" and said the city does not owe the vendor money for that purpose.
Diamond outlined options including asking Telescope Health to comply with the contract, pressing the vendor publicly to answer the committee nd, if necessary, seeking a subpoena through a standing committee. "I'm inclined personally as a former federal prosecutor to go get a subpoena and require them to do that," Diamond said on the record.
The committee did not receive a response from Telescope Health during the meeting, and no subpoena or formal enforcement action was filed at that time. Chair Ron Salem said the committee would attempt other remedies and follow up with standing committees if necessary.
The committee requested further coordination with standing committees and staff to determine legal and procedural next steps to secure the records Diamond has sought.
