Senate panel passes KSDE recommendations after debate over CIF, key fund and special education funding

The Special Committee on the State Budget reviewed and passed recommendations for the Kansas State Department of Education (KSDE) budget for FY2026–27, approving CIF reappropriations, a key fund reappropriation, and other line items while declining to add a large special-education funding increase after a recorded division.
Chair moved to add the CIF reappropriation items (excluding an early-childhood infrastructure reappropriation of about $600,000 that would lapse to the key fund); committee members sought clarification. Jennifer explained the difference between CIF and the master key fund (which is held in KPERS) and noted a separate key fund reappropriation line that funds the Children’s Cabinet administration. The committee approved CIF reappropriations and subsequently approved the key fund reappropriation by voice vote.
Later, Senator Sykes moved to add $92,200,000 SGF for special education so the Senate would enter negotiations with the House with that position. The motion proceeded to a recorded division and, after counts and the chair breaking a tie, the motion failed.
The chair then moved to pass out the KSDE budget recommendation as amended to the Senate Ways and Means Committee; the motion passed and the committee concluded its work. Staff said committee reports and language will be circulated to members prior to the report out to Senate Ways and Means.
