District 99 board approves nearly $3.78 million in life‑safety contracts for North and South High

District staff said the bids covered nine of 11 bid packages opened Feb. 9 and that two packages — steel and demolition — did not receive responsive bids and will be rebid. Travis, the district presenter, told the board the nine received bids totaled "just under $3,800,000," and that the district has a $4.5 million bond plus roughly $550,000 in Fund 90 available for the projects.
Officials said architects later identified additional structural steel and welding required for rooftop unit supports; staff said they have submitted an amendment request to the Illinois State Board of Education (ISBE) for approximately $270,000 to cover that work. The presentation noted ISBE had previously approved a 10% contingency and a 10% allowance for architecture and engineering fees.
Trustees discussed scope and funding during the meeting. Staff recommended proceeding with all 21 rooftop unit replacements districtwide — seven at North and 14 at South — to capture economies of scale, rather than stagger replacements over multiple years. The board also was told that, after follow‑up with low bidders, the district recommended awarding the masonry contract to Able Masonry because the original low bidder was nonresponsive due to material deviations.
At the meeting, the motion to approve the contracts and the contingency was moved and seconded and passed on a roll‑call vote. The board chair stated the motion carried.
The work will proceed under the approved funding sources; staff said no additional public hearings were required because the money is already appropriated in Fund 90. The district will return to the board with the two rebid packages (steel and demolition) and with the requested ISBE amendment for board approval as needed.
