Council adopts multiple resolutions: OPRA certificate for 1413 Gratiot, DWFP bond intent and Safe Streets plan

At its meeting on Monday, the Saginaw City Council approved several resolutions that followed public hearings and staff presentations.
The council adopted a resolution approving an obsolete property rehabilitation certificate (OPRA) for 1413 Gratiot Avenue, a tax-incentive measure that freezes the building’s taxable value for up to 12 years after a substantial rehabilitation. The applicant’s representative described plans to renovate the former nursing-home property into an inpatient substance-use and mental-health facility and said the project would create "about 90 plus" jobs and involve roughly $4,000,000 in private investment. Economic development staff from Saginaw Future spoke in support and noted certificate timelines and revocation provisions if work is not completed.
In a separate item, the council declared official intent to reimburse project expenditures with bond proceeds and authorized publication of a notice of intent to issue water supply system revenue bonds through Michigan’s Drinking Water Revolving Fund program. City staff said the city qualified for the program and is seeking up to $9,154,000 to fund water-main replacement, system looping and lead-service-line replacement, noting SRF portions can include forgiveness (23% forgiveness on water-main replacement and up to 50% on lead-service-line bonds).
The council also adopted the Safe Streets for Saginaw safety action plan. Council members praised the plan’s focus on public transit and interagency collaboration.
The council recognized the nonprofit Help Yourself Recover for the purpose of obtaining a charitable gaming license; that resolution was adopted on the consent/resolution agenda.
What’s next: For the 1413 Gratiot OPRA certificate, staff noted the certificate contains a timeline and the application is conditioned such that failure to complete the work could lead to revocation; for the SRF-related items the city will proceed with notices required to participate in the Drinking Water Revolving Fund process.
