Council approves minor plat at Brenner and Chatsworth after neighbors raise safety and tree concerns

Roseville’s City Council approved a preliminary minor plat Feb. 23 to split a corner parcel at Brenner Avenue and Chatsworth Street into two single‑family lots, authorizing conditions for stormwater best‑management practice (BMP) ownership and park dedication.
Associate Senior Planner Brian Lloyd told the council both proposed lots exceed minimum width and area requirements and the applicant proposes a stormwater BMP in the right of way that the city would own and maintain. He said the two largest trees on the western edge would remain and that tree‑replacement requirements are driven by tree size rather than count.
Neighbors raised concerns during the public hearing about concentrated driveways near pedestrian routes to Emmett D. Williams Elementary, sight lines, and the removal of approximately a dozen mature trees. Tim Maris urged reorienting one lot to face Chatsworth or Brenner to spread driveway conflict points and improve sight lines; others asked that the city consider safety mitigations such as a traffic/sight study near the school. Planner Lloyd noted driveway setback and corner‑clearance standards and said final driveway locations are reviewed at building-permit stage.
Council members acknowledged neighborhood concerns but noted the proposal met existing zoning standards. The council adopted the resolution approving the minor plat with routine conditions related to stormwater and park‑dedication fees; motion passed unanimously 4–0.
