Norwalk commission accepts minutes, hears flood resilience grant update and discusses snow disposal rules

At its Feb. 24 meeting the Norwalk Conservation Commission and Inland Wetland Agency took a short set of administrative actions and heard staff updates on citywide initiatives.

Administrative actions: A commissioner moved to accept the minutes of Feb. 10; a second was recorded and the chair called for the affirmative. Conservation initiatives: Staff announced the city received a National Fish and Wildlife Foundation grant (awarded in the 2022 round) to develop a flood resilience plan. A consultant has been hired, and staff will host a public listening session on March 11 plus an online interactive poll to collect input about where flooding is most problematic and which services are most affected.

Snow disposal: Commissioners and a resident discussed snow‑disposal practices after a recent storm; staff said the state may, in defined circumstances, waive certain restrictions to allow municipal in‑water snow disposal temporarily. A resident described large amounts of trucked snow being dumped near waterways and asked for clarity on applicable guidelines and potential downstream impacts; staff said municipalities must follow state rules and, where a waiver is invoked, the practice is temporary.

Next steps: Staff will circulate materials for the flood resilience listening session and the commission will receive drainage and planting materials for the Cannon Street project ahead of the March 10 meeting.
