Senate committee adopts -2 amendment to SB 1585, sends bill to the floor with a 5-0 vote

An unidentified presenter summarized the -2 amendment, saying it replaces the prior draft and narrows eligibility to seven categories of capital projects, including Oregon Transportation Commission safety improvements near schools, the Oregon Department of Transportation’s Connect Oregon and Multimodal Active Transportation Fund, the Oregon Infrastructure Finance Authority for LEHI projects, the Parks and Natural Resource Fund, and Water Resources Department planning studies. The presenter also outlined maximum local matching requirements for incorporated cities by population bracket, including "for a population of 5,000 or fewer people up to 3% of the grant award of $100,000 or less and 5% of a grant award greater than $100,000" and higher percentages for larger population bands.
Vice Chair Draisen moved to adopt the -2 amendment. Committee members voiced support for reducing matching requirements for small jurisdictions while noting the amendment leaves out certain local entities that may want to be engaged. Senator Robinson said the amendment is "a step in the right direction" but warned about rising project costs. Senator Neron Mislint and others said they supported the amendment and urged follow-up to see whether the change helps projects move forward.
After adopting the amendment, the committee considered a motion to recommend a due-pass to the Senate floor for SB 15 85 as amended. The chair called a roll-call vote and announced the motion passed 5-0.
The committee posted a fiscal explanatory statement that the presenter said shows no revenue impact and only a minimal fiscal impact to local governments related to administrative updates and rulemaking to comply with the new requirements.
With the action concluded, the committee moved on to other agenda items.
