Council approves 6-year tax abatement for Burton's Laundry project on South Main; construction to start in April

The South Bend Common Council on Feb. 23 voted to approve Resolution 26-06, confirming an economic revitalization area that clears the way for a six-year real property tax abatement for David A. Neuffer LLC to build a new Burton's Laundry at the intersection of South Main and Ekman streets.
Assistant Director Joe Molnar of the Office of Growth and Opportunity told council members the project would construct a roughly 4,300-square-foot standalone facility with an estimated project cost of $2,000,000: about $1,200,000 in building improvements and $800,000 in equipment. Molnar said the project would add approximately four jobs at the location.
Petitioner David Neuffer said construction would start in April with an anticipated opening about Sept. 1. Molnar provided a tax snapshot: current property taxes are about $1,300 per year; with the project the property tax would rise to more than $25,000 a year, and over a 10-year span taxes would increase from an estimated $13,000 without the project to more than $140,000 with it (even accounting for the abatement period).
No members of the public registered to speak for or against the abatement at the hearing. The council moved and approved the resolution; Clerk Toronto recorded a roll-call vote with nine "ayes," and President Lee announced that Resolution 26-06 had passed.
The approval is a confirming resolution in the city's abatement process; Molnar said it is the second resolution in the local process and that more steps remain before construction begins.
