Senate restores $34M MRO airplane reappropriation for Commerce; creative arts grant question deferred

Summary
The Senate committee reinstated a $34 million reappropriation for MRO airplanes in Commerce’s FY2026 budget and debated deleting a $1 million EDIF creative arts grant for FY2027 after learning it had a dollar-for-dollar federal match; the committee said it will revisit the item in subcommittee.
Senator Alley presented the Kansas Department of Commerce budget and said the special committee deleted several reappropriations, including $34 million for MRO airplane work, home-based childcare provider funding and other EDIF items. The Senate committee restored the $34 million MRO reappropriation for FY2026 and restored smaller EDIF items such as $500,000 for home-based childcare providers and $50,277 for Advantage Kansas.
For FY2027 the committee initially voted to delete $1 million EDIF for the Creative Arts Commission, but members later learned that the federal match would bring an additional $1 million to the program; Senator Alley said the subcommittee will take the information back and consider restoring the funding. The committee also added $2 million SGF for Level Up Kansas and $500,000 in EDIF for public broadcasting, with language designating $500,000 to Smoky Hills and distributing the remainder among other stations.
Senators raised concerns about adding items above the special committee or governor’s recommendations during a year of budget reductions and asked for further subcommittee review on the creative arts and other EDIF restorations.
The committee voted to approve the Senate commerce budget as presented for FY2026 and FY2027; motions carried by voice vote.
