Senate restores several Corrections reappropriations, funds and positions after review

The Senate subcommittee restored about $31.8 million in reappropriations for evidence-based programs, funded the Corrections food service contract and re-added 8.5 FTEs for FY2026; FY2027 healthcare and facility funding were also adjusted by the committee.
Senator Fagg presented the Kansas Department of Corrections (KDOC) budget review to the Senate Ways and Means Committee, saying the agency requested a revised FY2026 estimate of about $670 million (including $614.8 million SGF) and requested roughly $683 million for FY2027.
The special committee had deleted several reappropriations and enhancement requests; the Senate subcommittee restored $31.8 million SGF for an evidence-based program reappropriation that the special committee had removed, restored $432,008.37 SGF to fully fund the FY2026 food service contract and added 8.5 FTE positions for FY2026. Senators asked whether the addition of 8.5 FTEs carried spending increases; the committee clarified the FTE change results from reallocation and classification and does not add expenditure in FY2026.
For FY2027 the agency had requested enhancements for healthcare services, prison facility bond service for Hutchinson Correctional Facility, and several infrastructure and programmatic items. The subcommittee removed enhancement requests but the Senate subcommittee restored health-care-related funding, full funding for the food service contract for FY2027, nursery funding and victim information system funding and added the 8.5 FTEs for FY2027.
The committee moved and approved concurrence with the subcommittee and special committee recommendations for KDOC for FY2026 and FY2027.
