Paramount council adopts five‑year Capital Improvement Program for 2026–2030

On Feb. 24, 2026, the Paramount City Council voted to approve a five‑year Capital Improvement Program (CIP) that inventories planned infrastructure projects and estimated funding needs for fiscal years 2026–2030.
Public Works Director Michelle C. presented the CIP as a living document that supplements the adopted FY 2026 budget and includes fiscal year 2025 carryovers, FY 2026 appropriations, and projected needs for the following four years. Presentation materials showed project descriptions, five‑year funding estimates, potential funding sources when known, and sample project summary sheets.
The CIP includes both funded projects (for example, specific street and facility improvements) and projects that are currently unfunded, where staff will pursue grants or other funding and move projects up the schedule if funding becomes available. Director Michelle C. said the plan will be updated annually and reviewed with the FY 2026–27 budget process.
Council moved, seconded and approved the formal CIP document by roll call. Affirmative votes were recorded from the council members present.
What happens next: the CIP will be incorporated into annual budget discussions; staff will continue to refine funding plans and seek grants where applicable.
