Commission to hold hearings on WUI map and ordinance; schedules joint work session on general plan

Fruit Heights planning commissioners received an update on Wildland-Urban Interface (WUI) mapping and agreed to schedule public hearings on both the ordinance and the attached map at the next meeting.
Speaker 4 said Farmington Fire, including Chief Willis and their GIS team, reviewed Fruit Heights and concluded the city does not currently fall into the state's WUI boundary. Speaker 4 warned that pending state legislation could change the applicable WUI code (he referenced the 2024 or 2026 WUI code) and said the city can draw its map line anywhere within the state's boundary—potentially excluding some borderline houses and avoiding homeowner inspection requirements and fees.
"We can actually draw our line up above that and be compliant with the state," Speaker 4 said, adding that Jones and Associates will prepare an updated map for the commission’s review. Speaker 4 asked commissioners to review the ordinance text once it is circulated; he said the map will be attached to the ordinance and both require public hearings.
Separately, Speaker 4 and the mayor proposed a joint planning commission–city council work session to review the general plan and address public concerns (notably the golf course and trail proposals). Speaker 4 noted the general plan process has cost the city more than $100,000 in consulting fees and related expenses and proposed a May work session date (May 12 or May 19 were discussed) to discuss the plan and related legislation.
The commission set the next steps: staff will circulate the ordinance and map 10 days in advance of the hearing, obtain an updated map from Jones and Associates, and coordinate schedules for a joint work session with the council.
