Staff explained the city’s ordinance generally requires connection when sewer is available within 500 feet but that councils in other cities have permitted exceptions where a homeowner is mid‑installation.
The homeowner told council the septic work had been permitted and that switching to sewer now would cost about $20,000; he said a nearby house remained unoccupied because of sewer‑connection delays. Council approved the agreement and directed staff to ensure the language documents that the resident had been offered sewer service and that the exception allows use until end of useful life of the septic system.
The approval was made on a voice vote following staff and resident statements.
