Sunny Isles Beach directs manager to review 2024 scholarship awardees after controversy; city attorney flags First Amendment risks

Public commenters who had traveled to Israel and representatives of the Combat Antisemitism Movement urged the commission to adopt the measure; Lisa Katz testified in favor. During deliberations, the City Attorney advised the commission that there are legal concerns, including potential First Amendment implications, and said any determination to revoke an award would need clearer procedural safeguards and likely must return to the governing body for final action.
Commissioners narrowed the administrative directive: the manager will investigate only those awardees who have been specifically brought to the commission’s attention and will return with a report and a proposed resolution. The motion to direct the manager to prepare the report passed after a motion and second.
Next steps: the City Manager will gather facts on identified awardees and report back with findings and recommended action for commission consideration; the commission did not immediately revoke any scholarships at tonight’s meeting.
