Barrington dog-license and memorial park bills heard; sponsor frames trio as a 'dogs' package

Representative Boylan told the House Committee on Municipal Government and Housing on Jan. 27 that three bills from the town of Barrington share a common theme: dogs.
"All 3 bills are come to us from the town of Barrington and the theme is dogs," Boylan said, introducing HB7,220 (license-fee increase), HB7,221 (fine increase for unlicensed dogs) and HB7,223 (park naming).
HB7,220 would raise Barrington's dog license fee from $5 to $7; a town resolution accompanies the bill. HB7,221 would increase the penalty for failing to license a dog from $25 to $50 and likewise has a supporting resolution. Committee members asked clarifying questions about the scale of revenue the fee change would generate; Boylan said he did not have an estimate.
HB7,223 would name the new Cove Side Dog Park at Haines Memorial State Park in Barrington the "Christine Conrad Lane Memorial Dog Park" in memory of Christine Conrad Lane and Spencer Lane, who were identified by Boylan as among the victims of a Jan. 29, 2025 aviation collision. Boylan said the park is a meaningful place for the family; Representative Speakman thanked the sponsor and expressed sympathy for the community's loss.
The committee closed hearings on all three bills; no formal committee votes were recorded on these bills during the meeting.
