Parish President Richard described the changes as part of a planned administrative reorganization. "What the game plan is... we're gonna be doing some reorganizing," he told the committee, saying he needed titles on the manning chart to proceed with subsequent hiring and appropriation steps. He said purchasing historically sat with finance and will be returned there administratively, but the new title is required now so the administration can proceed with restructuring and later bring appropriation requests to the council.
Committee members asked about the funding and the appropriations process; President Richard said he will return with budget amendments to create and fund the new positions in a later meeting. The motions to amend the manning chart passed in committee by voice vote.
