Andover's council accepted the low bid and approved a construction‑engineering agreement for the final phase of Founders Parkway (Andover Road to Sunflower Lane), citing KDOT grant funding and a project timeline aiming for completion by year-end.
The Andover City Council voted Feb. 25 to accept the lowest qualified bid for the final phase of Founders Parkway (Andover Road to Sunflower Lane) and to award a construction‑engineering services agreement.
Community Development Director Les Mangas said the phase is the fourth segment of Founders Parkway and that the project is funded largely by Kansas Department of Transportation (KDOT) access management grants; he stated the city has received about $5.5 million from KDOT toward construction across Founders Parkway phases. Staff recommended the low qualified bidder (listed in the agenda materials as PSE/PSC Contractors of Wichita) and noted the successful bid came in roughly $260,000 under the engineer’s estimate.
Councilman Homer moved to accept the low bid for paving, traffic signal, drainage and water improvements and to authorize the mayor to sign the contract; the motion passed unanimously. The council also approved a GFT Infrastructure (Transystems) engineering agreement for construction engineering services for $387,098.23 after questions about market conditions and schedule. Staff said a pre‑construction conference will be scheduled soon and that the project includes a traffic signal at Andover Road and Founders and a required fire turnaround at Sunflower Lane; businesses along the route will see temporary traffic disruptions during construction.
The city expects construction to start after the pre‑construction meeting and aims to complete the project by the end of the year, contingent on schedule and weather.
