Dobbs Ferry authorizes Westchester County agreement to install 34 EV charging ports

The Dobbs Ferry Board of Trustees voted unanimously Sept. 30 to authorize the village administrator to execute an intermunicipal agreement (IMA) with Westchester County to install 34 electric-vehicle charging ports across village property.
Rob (village administrator) described the final IMA, saying the equipment, furnishing and installation total roughly $618,000 and will provide two ports on Cedar Street, 22 ports at the train station lot and 10 ports in the Village Hall parking lot. He said the village’s direct cost is limited to about $4,000 for extra wiring needed at the Cedar Street location.
Trustees pressed staff to schedule a workshop on pricing and implementation. One trustee noted the village must decide whether spaces are ‘EV-preference’ or ‘EV-only’ and the associated signage and software. Trustee comments also raised ongoing maintenance responsibilities and the need to set usage pricing so the village can decide whether to break even, subsidize or accept some operating risk.
Rob said installation timing remains uncertain; the county has revised schedules multiple times. The board voted to authorize the administrator to execute the IMA and directed staff to return with a workshop plan covering pricing, signage and implementation details.
Next steps identified by trustees included assigning staff to develop pricing options and signage plans and a return to the board for formal program rules.
