At its Nov. 6 meeting, the Dobbs Ferry Planning Board emphasized engineering review and stormwater confirmation when approving two site-plan items and closing a related public hearing.
During the public hearing for 253 Judson Avenue, owner Michael Morpione described minor revisions after a prior fire and said the pool had been removed and replaced by pavers and a small greenhouse. Planning staff and the village engineer (referred to in the transcript as Anthony) identified an open engineering memo requiring an updated stormwater management plan or a confirming letter from Hudson Engineering that no changes to the previously approved drainage scheme are necessary. The board closed the public hearing and directed that any building permit be conditioned on satisfying the village engineer’s memo.
Separately, the board considered 2253 Judson Avenue in a written resolution (the transcript records '2253' in the resolution language while earlier presenters repeatedly referenced 253 Judson Avenue). The resolution requires that the applicant receive all governing-agency approvals and fully satisfy the village engineer on outstanding stormwater and maintenance agreements before a building permit is issued.
Chris Schmidt of Mead Group, representing applicants for 91 Beechdale Road, told the board test-pit reports and drainage responses had been submitted recently; the board agreed to make permit issuance conditional on satisfying Anthony's memo. Both site-plan and AHRB approvals for the Beechdale application were adopted by roll call.
The board instructed staff to require written engineer confirmation or revised plans where drainage or stormwater questions remain before issuing building permits.
