Trustees discussed whether the village should continue charging for downtown parking at all and whether the village or the resident should absorb the ParkMobile service fee. Staff clarified that kiosk (cash) payments are handled by a different system and do not incur ParkMobile service fees; kiosk transactions remain an option for short free periods. Staff and trustees agreed the ParkMobile agreement can be structured to allow the village to change zones, the number of zones, and other operational parameters later, but that securing the current low service fee is advantageous. "If we lock it in, we're gonna get it for 5 years," one trustee said, urging the board to secure the rate while parking policy questions are developed in workshops.
The board asked staff to prepare a workshop to examine downtown parking policy — including the 15‑minute free window and whether the village should absorb fees — and to provide supporting data. The motion to authorize the ParkMobile agreement passed unanimously.
