Board approves consent agenda, several personnel and policy actions; SB 11 prayer resolution disapproved
Summary

At the Feb. 23 meeting, the Manor ISD Board of Trustees recorded several formal actions:
- Consent agenda: Trustees approved consent agenda items 11.1 through 11.14 as presented. Motion by Trustee Rodriguez Barnett; recorded vote 6–0 in favor.
- Closed-session educator contract action (Chapter 21): Trustee Patterson moved that the board approve a determination regarding an educator contract/abandonment (Shakira Parish). The motion carried, recorded as 6–0.
- Policy GKD (Local facilities usage): Trustee Dr. Lowery moved to approve the local facilities usage policy GKD; after discussion Trustee Martinez voted no and the motion passed 5–1.
- Resolution establishing a school period of prayer (Senate Bill 11): Trustee Howard moved that the board disapprove adopting a resolution to establish a period of prayer under SB 11; trustees discussed legal exposure and representation by the Texas Attorney General and the motion to disapprove passed 5–1.
- Superintendent evaluation: Trustee Patterson moved to approve the superintendent's evaluation as agreed in executive session; motion passed 6–0.
No financial votes about bond calling or other budget authorizations occurred during the meeting. The board adjourned at 8:08 PM and read a memorial resolution for the late Trustee Dr. Mary L. Thomas, with trustees volunteering to sign the resolution for presentation to her family.
