On Feb. 24 the Colorado Senate adopted amendment L003 to Senate Bill 46 and then passed the bill on second/third-reading action during the floor session. Senator Frizzell, presenting the Finance Committee report, described SB46 as a cleanup bill brought by the Colorado Assessors Association to update deadlines and streamline processes for transmitting property-tax information.
Senator Frizzell described Amendment L003 as clarifying, explaining two primary changes: (1) the Division of Property Taxation would be required to prepare and publish standard forms for letters of authorization used in property appeals, and (2) those letters of authorization would no longer require notarization. She also said the amendment sets specific appeal due dates—September 1 for the first-level appeal and December 1 for counties using the alternative protest and appeal process—so dates are clear to taxpayers and assessors.
Senator Ball characterized the package as "good government" that aligns timelines to make life easier for county assessors and encouraged colleagues to adopt the committee report and the amendment. The Senate adopted amendment L003 by voice vote and then adopted SB46 as amended.
What happens next: The amended SB46 was ordered engrossed and will proceed through enrollment and any additional reading steps; the changes are administrative and aimed at improving clarity and efficiency in the appeal process for property-tax assessments.
Provenance: Finance committee report and the amendment discussion were presented beginning at SEG 552; Amendment L003 was read and described at SEG 603–SEG 655 and the amendment adoption and final passage are recorded at SEG 669–SEG 691.
