Legislative staff briefs committee on Capital Complex construction and costs; annex accounted for majority of spending

Director Natalie Castle and senior advisor Cindy Markwell presented an overview of Capital Complex construction work and funding. Castle said that Department of Personnel and Administration appropriations for the larger projects totaled about $95,400,000 with roughly 94% spent, and that legislative department cash-fund authorizations were about $5,500,000 with roughly 89% spent. "DPA appropriations totaled $95,400,000 and they have spent 94% of that," Castle said.
Castle described the legislative relocation and renovation effort as driven by the goal "to make sure that every member had a private office," and noted the result: 94 private offices in the Capitol Building. She said the annex accounted for the bulk of construction costs and that the annex budget had been about $57.8 million with approximately $55 million spent to date.
Senior advisor Cindy Markwell gave detail on the 7th Floor annex furnishing and phase budgets: Phase 1 budgeted at about $920,000 (with a small remaining balance) and Phase 2 about $2.2 million for furniture, design, carpet, wiring, access systems and other items. Markwell said an estimated $474,600 may be returned to House and Senate accounts pending contingencies and DPA contingencies.
Members applauded staff for managing moves and budgets and discussed possible future steps including naming rooms on the 7th Floor; no formal action on naming was taken during the meeting.
