MSD Steuben County Board approves KLR CTE partnership to add medical, pharmacy and veterinary pathways

The MSD Steuben County Board of Trustees voted Feb. 17 to approve a memorandum of understanding with KLR to provide career and technical education (CTE) pathways at Angola High School. The agreement adds career-focused sequences — including dental careers, pharmacy careers and veterinary sciences — that the district does not currently offer.
Speaker 6, who presented the proposal, said the model includes three classroom courses plus a capstone internship. Juniors would attend classes three days a week and intern two days a week; seniors would complete a full-time internship during the capstone period. "They will bill us $2,500 for each participating student," Speaker 6 said, describing KLR’s expectation to use the state Career Scholarship Account (CSA) when available.
Under the plan, each CSA is $5,000; when a student’s CSA is awarded KLR would bill up to $2,500 to the district and the remainder of the scholarship would be applied per program rules. If a student does not receive a CSA award, KLR would bill the district the same $2,500 and the district could pursue CTE funding as an alternative. Speaker 6 also said individual course reimbursements run about $600 and the capstone is reimbursed at $1,000.
The MOU includes a clinical coordinator role, placement logistics (KLR will help identify internship sites and use a geolocated app to verify students’ attendance), and an intent to enroll students who apply for the CSA or use other CTE funding as needed. Speaker 6 said administrators will schedule follow-up meetings with KLR and local placement partners once the board approved the MOU.
Board members voted to approve the courses and the MOU by recorded roll call; the chair announced the motion carried. The board did not set a start date in the meeting; staff said they will finalize logistics with KLR and report back to the board as implementation details are confirmed.
