Greer City Council unanimously approved Ordinance 5-2026 to annex three parcels totaling about 17.4 acres owned by Curtis Hipp on McElrath Road and to zone the property as Traditional Neighborhood for a single‑family detached subdivision.
Staff explained the parcels are currently unzoned Spartanburg County property and that surrounding parcels are residential; staff recommended approval. "They plan to do single family detached subdivision," staff said, noting an approximate count of 67 possible dwelling units but that sizes and square‑footage were "not specified" at this stage and would be addressed through the planning commission and later preliminary plat review.
Council members asked whether the city would coordinate design or cost sharing with adjacent projects; staff said timing made cost‑sharing discussions difficult because the adjacent project was already far along in design but that staff had contacted the city attorney to explore any opportunities.
The council moved and seconded the annexation; roll call recorded unanimous support. The matter will be referred to the Planning Commission for recommendation and staff will return with preliminary plat and specific unit‑size information in a future packet.
