Supervisors award $420,000 grader bid, approve $62,203 sheriff computer purchase and clear routine consent items

At its Feb. 24 meeting the Jackson County Board of Supervisors approved several procurement and routine items, including the award of a motor-grader bid and a technology purchase for the sheriff—s fleet.
County engineer Jaden Shackle reported that the county received two compliant bids for a fiscal-year 2027 motor grader: Martin Equipment—s John Deere 772P at $420,000 and a higher alternate at about $435,500. "Given that both graders met spec and the cost difference, we recommend awarding the John Deere 772P to Martin Equipment," Shackle said. The board approved the award (motion by Nin Flago; second by Mike Steinmis; motion carried).
On a separate procurement, the board approved a $62,203 quote from Mainstay Systems of Iowa for 13 Dell semi-rugged laptops, 13 docks and 13 external antennas for the sheriff—s squad cars. The presenter said Mainstay had offered a $235 per-unit discount and expected roughly a four-week lead time; the board approved the purchase by voice vote.
The board also approved a residential entrance permit for Micah (Michael) Byers on Leisure Lake Road with a stipulation to adjust the back slope for drainage, accepted meeting minutes for Feb. 17 (board) and Feb. 19 (work session), authorized the auditor to issue warrants for a claims list totaling $643,622.84 (noting about $500,000 of the total was insurance), and approved a Class C retail alcohol license with outdoor service for Bellevue Horseman Club at 25121 297th Avenue in Bellevue, effective March 1—Oct. 31, 2026. All consent motions carried on voice votes.
Shackle also briefed the board on erosion-control plans for a bluff-supported road (installing 3- to 6-inch erosion stone on the slope) and invited supervisors to visit the John Deere factory in Davenport when the grader is ready for delivery (anticipated June—July).
