West Sacramento council accepts frontage withdrawal, rejects requirement to underground utilities for 3071 Davis Road parcel map

The West Sacramento City Council on Aug. 20 accepted an appellant’s withdrawal of one ground of appeal and rejected staff’s recommendation to require undergrounding of overhead utilities for a proposed four‑lot parcel map at 3071 Davis Road.

The council’s action came after a staff presentation outlining Planning Commission approval of tentative parcel map 5247 and a long‑standing municipal requirement (West Sacramento Municipal Code Title 16) that subdividers underground existing overhead utilities along property frontage. Staff had recommended adoption of Resolution 25‑67 to deny the appeal and uphold the Planning Commission’s conditions, including condition 15 requiring undergrounding. Council instead voted to accept the appellant’s withdrawal of his frontage‑improvement objection (condition 7) and to reject the staff recommendation that the applicant alone be required to underground utilities on the property.
