The West Sacramento City Council on Nov. 19 voted unanimously to adopt Resolution 25‑116 to declare public interest and commence eminent‑domain condemnation proceedings necessary for the Ice Street Bridge replacement project.
Fred, a city staff member speaking for the capital projects team, told council the city is not pursuing condemnation because of unresolved financial impasses with owners but because of unclear title on several parcels required for the bridge work. "It's basically not clear title," he said, adding that staff had reached "substantial settlement on" one parcel but needed authority on the remaining parcels to keep the project moving.
The city framed the condemnation option as more expeditious than a quiet‑title action, which staff said can take two to three years. With council approval, staff can commence the statutory steps required to secure property interests for the CIP 10033 Ice Street Bridge replacement.
Councilmember Early moved approval and Mayor Pro Tem Pizzio Hall seconded. The clerk called the roll; all present voted in favor and the resolution was adopted.
Staff said negotiations continue with property owners and that the city prefers amicable settlement where possible, but the condemnation authority is intended to ensure timely progress on right‑of‑way acquisition for a critical bridge replacement project.
