CRA approves reimbursement to developer for undergrounding utilities on South A1A project

The Community Redevelopment Agency board approved a resolution to reimburse JQ 10 Harbor LLC for undergrounding work it completed ahead of CRA construction, including conduits and a transformer cabinet that serves adjacent properties. Staff said the developer completed the work in 2019 and the CRA began construction in January 2022; the board approved reimbursing the developer for improvements that otherwise would have been part of the CRA project.
Staff described the original scope as larger and said they screened and pruned reimbursable items; Sarita provided a cost comparison showing the developer’s linear footage cost was about $45.45 per foot while the CRA’s unit estimate was about $49 per foot. Staff emphasized the developer installed transformers on private property that also serve nearby parcels, which reduced right‑of‑way impacts.
Board members asked whether similar arrangements existed with other developers (Publix) and whether future development agreements should mandate undergrounding to capture cost savings. Staff said those conversations occur at TAC and during development review and that each case depends on timing and whether the developer’s work benefits the corridor. Chair summarized that the reimbursement was appropriate given the proration and public benefit, and the board voted to approve the item unanimously.
