CRA appoints Idelma Quintana vice chair and names Demaris Henlin interim board counsel

The CRA on Dec. 4 confirmed two governance changes. Following the board succession process, Board member Calari nominated Idelma Quintana to serve as vice chair of the CRA; Quintana accepted and the board approved the motion by voice vote as a walk‑on item.
Separately, General Counsel reminded the board that the board counsel (Mr. Gonzales) will end service Dec. 31. Board member Hernandez moved to nominate Demaris Henlin as interim general counsel to the CRA effective midnight on Jan. 1, 2025. The board voted and carried the motion unanimously.
Both votes were conducted by voice and carried without recorded opposition. Staff noted that the commission will begin a process to hire permanent counsel and that the interim appointment covers charter requirements while the search proceeds.
Next steps: Demaris Henlin assumes interim duties Jan. 1, 2025; staff will initiate or continue the search process for permanent counsel and report timing to the board and commission.
