Livonia planning commission recommends approval for veterinary clinic expansion with noise, boarding and signage limits

The Livonia City Planning Commission on May 20 recommended city council approve a waiver use to expand an existing veterinary clinic by connecting two adjoining parcels at 27488 and 274925 Mile Road.
Planning staff said the two properties total roughly 0.54 acres and that the work would join a 3,113-square-foot clinic and a 1,737-square-foot adjacent commercial space, adding a 23-square-foot connector for a combined 4,873 square feet. The site will provide 25 parking spaces; the zoning ordinance requires eight.
The commission recorded correspondence from municipal departments showing taxes paid, no objections from police and fire pending final plan review, and a planning-engineering note that parcels must be combined before final permit closeout. Jacob Yuhazi, planning staff, said utility and stormwater calculations were not submitted with the application but staff did not expect adverse effects.
Public comment came from nearby resident Jonathan Demetro, who said neighbors support the project and praised the owner, calling him “a living example of what makes Livonia such a special place.”
The approving resolution — adopted by unanimous roll call — attaches 11 conditions. They include adherence to the dated site, floor and elevation sheets prepared by Tisio Architects; a prohibition on overnight boarding or care of animals; no outside dumpster on site; proper disposal of animal remains and medical waste; installation of adequate soundproofing to eliminate noise; a ban on outdoor runs, kennels or pens; only conforming signage and separate review for any additional signage; no LED light bands or exposed neon; combining the two parcels into a single lot; submission of final plan documents to the inspection department at permit application; and that the approval is valid for one year from the date of council approval and will lapse if no building permit is obtained.
“Mister Malone” offered the resolution and the motion was supported and passed on a unanimous vote; the commission will forward an approving recommendation to city council.
The commission’s action is advisory; final approval rests with Livonia City Council when the item appears on its agenda.
