Consultants present three concepts for Broadway revitalization in Green River; council and public weigh tradeoffs

Consultants from Ensign Engineering and Arcadis presented the Broadway revitalization study to the Green River City Council, summarizing public engagement, three design concepts and traffic analysis.
Curtis Nelson of Ensign Engineering said the study seeks to create "a living room to Green River" by improving Broadway—s pedestrian environment, public space and identity. The study team presented three concept alternatives:
- Concept 1: Higher-intensity redevelopment with new buildings, public plazas and a festival street; consultants estimated total parking capacity across on- and off-street areas at about 385 spaces. - Concept 2: Mid-level redevelopment with heavy on-street angled parking and condensed activity nodes (consultants cited a mid-range parking total in the presentation). - Concept 3: Lower-intensity, people-focused approach that narrows Main Street to three lanes, emphasizes wide sidewalks and green planting strips and had the fewest new parking stalls (about 220 in consultant materials).
Sean Elliott, the traffic engineer, reported that most intersections in the study area currently operate at acceptable levels of service but that the Broadway/Main intersection could degrade under some redevelopment scenarios. He said adding a traffic signal or a roundabout at that location would improve operations and pedestrian safety; those controls would be studied further during design.
Council and community feedback during the meeting raised questions about truck and RV access, stormwater and drainage in an unusually flat area, phased implementation and realistic funding and maintenance plans. Several councilors expressed a preference for phasing to deliver early, visible improvements and to show measurable results to the community.
Consultants said the next steps are additional public engagement, refinement of preferred elements and development of cost estimates and a funding strategy to support grant applications and phased construction.
